Arcanis the Omnipotent is a Legendary creature from Onslaught and Tenth Edition. For 3UUU, you get a 3/4 Wizard with two abilities; first, he can tap to draw three cards, which opens you up to extensive numbers of combos which I’ll mention shortly. And second, he can return himself to your hand for 2UU.
As seen on the Arcanis the Omnipotent’s discussion page on the gatherer, he’s considered “strictly better than Jace.”

Arcanis is a fan favorite when it comes to blue legendaries. While Azami is considered better in EDH due to her tribal component, Arcanis the Omnipotent is still extremely effective with Mind Over Matter just as Azami is. Arcanis does have the advantage of generating card advantage by himself rather than Azami relying on the tribal component of having a few other wizards on the board.
The main combo with Arcanis is Mind Over Matter with something to shuffle your graveyard back into the deck, such as Blightsteel Colossus, Darksteel Colossus, Kozilek, or Ulamog. Though there’s another card that’s been brought to my attention:

You have no maximum hand size.If an effect causes you to discard a card, discard it, but you may put it on top of your library instead of into your graveyard.
Library of Leng is an interesting card that can replace that Eldrazi or Colossus from the combo. It allows you to have an infinite hand size and if a card would be discarded, you can put it on top of your deck instead. With Mind Over Matter, you can draw your entire deck out, tap all cards your opponents control, mill out all of your opponents, and so on. It even gives you infinite mana as long as you have a land.
And this is obviously the combo piece that makes everything work and is the heart of all blue infinite combos ever. While Pemmin’s Aura is a great card for Arcanis as well, Mind Over Matter is the combo that wins everything.
Oh, and while I’m at it, look at Arcanis’s flavor text:
“Do not concern yourself with my origin, my race, or my ancestry. Seek my record in the pits, and then make your wager.”
One, he’s definitely not erratta’d to Human. And two, he’s a cage fighter.
